Can a player who passed during the Call to Battle still bring a figure in later?
The official FAQ 1.1 says players can always bring units into a battle until nobody else wishes to or all villages are occupied.

Yes. Passing is not permanent: when the turn comes around again you may still move a figure in, until the Call ends. A relayed reply from a CMON producer says you may bring a figure in until the battle begins, and the rulebook says the battle begins when all villages are full or nobody else wishes to join.
