Does an Executive Officer's starting special tile count as an Advanced Technology tile for bonus tiles?
The publisher confirmed it; only advanced tiles you bought count.

No. Special tiles granted by an Executive Officer (for example Leslie Spencer's or Krylov's) are not Advanced Technology tiles, so they don't score for bonus tiles that count advanced tiles.
