In round 5, can water from contracts or Water Management still go onto headstreams?
The publisher confirmed this; the rulebook only restricts the Headstream step of Phase 1.

Yes. The "no drops in round 5" rule only removes the automatic headstream placement in the Income phase. Drops you add in round 5 through contracts or Water Management still flow down before final scoring.
