Whose dam can I take water from when producing, and does the powerhouse need a conduit?
The publisher confirmed these points, which agree with the rulebook.

Only your own dam or a neutral dam. Water can't be taken from an opponent's dam, and the powerhouse must be connected to the dam by a Conduit; a Conduit on a different pipe doesn't connect it. The Conduit itself may belong to anyone.
