Two Engineers on an Irrigation space is allowed like on any space. An Irrigation tile is flipped when used and can be used only once. A Nile contract lets you take an Irrigation tile without placing an Engineer, discarding water or having a dam. A production granted by a tile uses no worker or action space but does apply your board bonuses.
