What does "activated" mean for a Private Building, and when do I score its VP?
The publisher says placing a Building activates the tile; the rulebook scores activated tiles at game end.

Activated means built: placing your Building piece next to a Private Building tile activates it, and using its action later is not an activation. Activated tiles score their VP at the end of the game whether or not you ever used the action, so using one in the last round doesn't matter.
