Are the orange Netherlands pieces for a fifth player, and can I use that board in the base game?
The publisher confirmed both answers.

No to the first: the orange pieces are the Netherlands company, which adds variety to four-player games rather than a fifth seat (a five-player map is separate). Yes to the second: nothing stops you using it with the base game, but it is the advanced board, uses the Patent Office, and comes without a ? wild tile.
