Where does Brazil's contract-fulfilling Engineer go, and can I fulfil two contracts with Luciani?
Place it beside the Contract Office area without occupying an action space, and take it back at round end. With Luciani you can fulfil one contract from your supply and one from the board using one Engineer, since the Brazil ability refers to a single contract.
