Can I take a Construction action just to use a tile's bonus when I can't or don't build the structure?

No. A Construction action is only legal if you actually place the structure, so you can't use a tile (such as the Level 2 Powerhouse or a Patent Office tile) for its bonus, spins or VP when no piece of that type is left on your board.
