How does the "three structures in a basin" Objective tile count, and what is the maximum?
A dam with two Elevations counts as three structures, and the two bottom Plains powerhouse groups never qualify since they can hold only a powerhouse. Whether the cap is five or six qualifying basins is argued: some players point to the five Bases, others have built six basins with three structures each. Treat five as the usual limit unless your table agrees otherwise.
