Do arrows rolled on a re-roll count, and must I re-roll an arrow die?
The rulebook says each arrow is resolved immediately and may be re-rolled if you have re-rolls.

Yes, every arrow die you roll gives an arrow immediately, including on re-rolls. You may keep an arrow die without re-rolling it, and an arrow showing on your last roll still counts.
