Can an investigator fight an enemy that is not engaged with them?

Yes. Fight can target enemies that are not engaged with you or that are exhausted. Attacking an exhausted enemy avoids its retaliation. The exception is an aloof enemy, which you cannot attack unless it is engaged with an investigator.
