What if two players are tied for most agents on a Court card?
Several experienced players agree; no official ruling.

Neither can secure it, because Secure needs strictly more agents than each rival. The tie is broken by someone adding agents, or by Ransack the Court after a city is destroyed, which can take the card regardless of the count.
