Do I need more agents on a Court card than all rivals combined to secure it?
The rulebook states this directly.

No. You need more of your agents on it than each rival has individually, so a plurality is enough. Mixed agents are fine: you return yours to supply and capture all the rivals' agents on the card. With no agents in the Court, you can't secure.
