When can I rearrange the resources on my player board?
The rulebook states this directly.

Only when you take or are given a resource, or when a returning city covers a resource slot (even an empty one). Spending, discarding or being raided doesn't allow rearranging, and you can't discard resources voluntarily when there's room for them. Leaving gaps between resources is fine, and is a way to keep valuable ones behind higher raid costs.
