What does a Psionic let me do, and can I spend it when I'm the lead player?

A Psionic gives you one action printed on the lead card, once per token spent, whether you lead or follow. You can spend it any time in your Prelude, including when you hold the initiative. It doesn't spend your own card's pips, only Weapons change those.
