If I destroy a city in battle, are Outrage and Ransack resolved before I spend raid keys?

Yes. A destroyed city triggers its Outrage and Ransack when it is destroyed, in the hit steps, so raiding comes after. Resources and cards you steal afterward are not discarded by that Outrage, even if they match the city's type.
