Is there a limit to how many Prelude actions I can take in one turn?
The rulebook states this directly.

No fixed limit. Pay for as many resource Prelude actions as you can, and use any Prelude actions on cards you hold, but each is bound by normal once-per-turn limits (one tax per city, one ship per starport). Spending two Fuel to move twice is fine.
