Tax modifiers apply, Build modifiers don't. Nurture takes the place of a Build pip but is itself a Tax action, so a modifier such as Agitator's Firebrand applies to its Tax. A printed FAQ line suggesting otherwise was a typo, confirmed by the publisher.
