Who gets the initiative at the end of a round?

If nobody seized it, the player who surpassed with the highest-numbered card gets it. If nobody surpassed, it stays where it was. If someone seized it this round, that player keeps it. Surpassing itself does not take the marker until the end of the round, when everyone has played.
