If the initiative holder has no cards left, who leads?
The rulebook states this directly.

The marker passes clockwise to the next player who still has cards, and that player leads the next round. If only one player has cards left, they lead every remaining round alone, using all the pips on each lead card, until their hand is empty. In a 2-player game that means the opponent.
