When does the game end?

After a chapter's scoring, if any player has at least 27 Power (4 players), 30 (3 players) or 33 (2 players), or if it was Chapter 5. The most Power wins; on a tie, the tied player earliest in turn order wins. The check happens only after every declared ambition has scored, so a player passing the threshold mid-scoring doesn't stop the rest scoring.
