What counts toward controlling a system: ships only, or buildings and agents too?

Only fresh ships count. You control a system when you have more fresh ships there than each rival individually. Buildings, agents and damaged ships do not count. Pre-release posts said buildings counted; the published rulebook replaced that, so the rulebook text wins.
