How do the resources on a Material or Fuel Cartel card work: can I spend them, tax them, and do they count for Tycoon?

The Cartel holds that resource's general supply. Resources on it count toward your ambitions, and you can't spend them directly, but taxing takes one from the card onto your board where you can spend it. Any player can tax from the card, and the stack goes with the card if it changes hands.
