Can a starport build more than one ship per turn, for example with Material in Prelude?
The rulebook states this directly.

No. Each starport can build only one ship per turn, counting Prelude actions as part of the turn. Material spent in Prelude doesn't allow a second ship at the same starport, though you can build ships at different starports.
