Yes, if no Rival Regent's pieces are present, since Truce Law bars harming only the Empire or Rival Regents with Imperial ships. Breaking a world harms buildings, so it can't harm a Rival Regent's buildings under Imperial presence. A broken planet remains a system but has no slots.
