When Regents battle, do Imperial ships join in, and can they attack on their own?

A Regent attacking may add the Imperial ships in the battle system to their attackers; a defending Regent must add them to their defenders. Imperial ships can't start an attack alone. A Regent with Rogue Admirals can attack the Empire alone, and can add any number of Imperial ships to an attack on another Regent.
