Can anyone raid or tax a Free State, and does destroying a Free city cause Outrage?

Anyone can raid a Free State, paying the raid cost to take exactly 1 resource of that planet's type. Taxing a Free city requires controlling it, except that Commonwealth members can tax Free cities not controlled by the Empire. Destroying a Free city does impose Outrage, as with other cities.
