How does the Void Drake's strike work?

A raider strikes before any battle step begins. When the Void Drake strikes into the active region, each player there must move a ship to the Nethervoid (Unity picks which of its ships if it has several). Whoever remains in the active region then battles, even if the active player was sent away. Range doesn't apply to the move. If the Drake is already in the region, it doesn't strike.
