How does Unity treat the Nethervoid, Vortexes, and Alliance Bases?

Unity treats the Nethervoid and Vortexes like Alliance Bases: it ignores the region's action and advances its command wheel instead. The probe follows your launches to planets and Alliance Bases but not nebulae, and it doesn't occupy a region.
