Which planet does Unity develop on?
The official Escalation rulebook's Unity rules state it.

The leftmost undeveloped planet occupied by a Unity transport. Unity must have enough leaders to build there; if it has no transport on an undeveloped planet or too few leaders, it does not develop at all. Unity pays no resource costs, only leaders.
