Are tactics cards and energy resources that can pay costs?
Yes — tactics cards and energy are resources. They can pay an 'any resource' cost (such as the Trade Hub's two resources) and count toward the commerce vault bonus. They cannot be used as a specific named resource; only credits can substitute for titanium, ice or nanocarbon. Unslotted moons are not resources, but you can abandon one on your turn for what it shows.
