How many S-Class raiders are placed during setup, and where?

Two. Roll a die for each and place it in the nebula matching the result; both can end up in the same nebula. If you play with Vortex or Quasar tiles, they start on those tiles instead. The Hive's Hornets do not count as S-Class raiders during setup, so you choose a separate S-Class raider.
