Can I use Reverse Launch (Temporal Anomaly) with no ships in my Launch Bay?
Yes, as long as one of your ships sits on a region. Reverse Launch takes a ship already on the board back to your bay, so the bay can be empty. Every region except Quasars still gets its action, and the Maximus Field also advances the event marker.
