Ships in the Repair Barge can, including ones moved there this turn, and can be used again after being repaired mid-return. Ships in the top Scrapyard area, in the Launch Bay (including ships just built) or in the Shipyard cannot. The Repair Barge counts as part of the Scrapyard for Funginar Decompose.
