Can I launch into a region that another player or a raider already occupies?

Yes on a subsequent launch, as long as you have no ship there and it is in range; a battle may follow. On a first launch you may enter an occupied region only with an Attack ability (such as the Fighter) — this includes raider-occupied regions — or if every region is occupied, in which case you may pick one. Developments never count as occupying a region.
