Does Voyage let me launch to any nebula, and can Jump get me in?

Voyage is required to enter a nebula. With no ships on the board it lets you launch to any nebula; once you have ships out, range still limits you. Jump only gives infinite range and does not grant entry, unless the ship also has Voyage or a card gives it temporarily.
