Can I launch to an Alliance Base whose action I can't use?
The rulebook states the requirement and designers confirmed the Shipyard case.

No — you may launch to an Alliance Base only if you can activate it, and you must then do so. You can launch there if you can gain the means on arrival (for example by grabbing a leader or a credit via a faction ability). The Shipyard is always legal, because with nothing to repair or build you take 1 VP instead.
