Take a develop action (the Development Office or the Architect module, or an effect such as a Supremacy token) while you have a transport on a planet with no development of that type, enough recruited leaders on your station, and the printed resource cost. Landing a transport on a planet doesn't build anything. Each develop action builds one development, the tile slots over the transport, and you can't use your last ship. Credits can pay any single resource in the cost. A Supremacy token's develop action still costs the normal price.
