What counts as a first launch, and does range apply to it?

A first launch is any launch when you have no ships on the board, and range does not limit it, so you may go to any unoccupied region. This applies again if your ships on the board were all destroyed, because the game keeps no memory of where they were. Later launches must be within the launching ship's own range of one of your other ships.
