Can faction abilities be used on another player's turn?
Yes, unless the ability says it is your turn only. No abilities or free actions can be used while an event is being resolved unless a card allows it. Mecharon's Synthesize, for instance, can be used at any time, and Krawln Hatch works whenever you gain a ship.
