When does an event resolve, and what can happen during it?

At the end of the turn that triggered it, after the Raider Strike and any battle. The new planet is revealed right away. The effects resolve in order: score the indicated track (minus 1 VP per damaged module), place a raider, the special effect, then reset the track. No actions may be taken and no cards played during the event unless something specifically allows it, though passive effects still work and you can't use tokens gained during it until your next turn.
