Starting with the active player, any player with ships in range of the active region may move any of them in, including players not yet in the battle. A ship's own range limits this (Jump can extend it), only ships with Voyage can join a battle in a nebula, and Escalation can't start a battle by itself. Surviving ships stay in the region afterward, not return where they came from.
