Can I launch to a planet that has a development, and does a ship that became a development count as a ship?
The rulebook says developments don't count as occupying planets.

Yes, planets with developments can still be launched to. The transport becomes part of the development and is no longer a ship, so the planet is unoccupied for launches and the development can't be attacked.
