Can an opponent take or remove a development, or build on the same planet?

No. A built development is yours for the game, battles don't remove it, and no one can build another development of that type on that planet. Planets can still be launched to and activated, and a development doesn't count as occupying the planet. Each planet supports one development type, and there are 3 planets per type.
