When does a battle happen, and can there be more than one per turn?
The rulebook's Battle section states these conditions, and publisher posts confirm them.

A battle occurs only during a Launch turn, only in the active region, and only when two or more opposing players and/or raiders have ships there (it can happen even if the active player has no ship left there). Only one battle happens per turn, its steps run once and are never repeated, and it does not repeat on later turns unless the region becomes active again. Moving ships, events spawning raiders, or building a development elsewhere never starts a battle.
