In what order are tactics cards played in a battle?

Diplomacy cards (one per player, active player first) and Battle Preparations (energy and preparation cards) go in turn order. Other battle cards can be played freely in any order, in response to each other, until everyone passes, and each resolves before the next. A player outside the battle can't use cards like Hailing Frequencies to end it, and effects that say 'opponent' mean those in the battle.
