Can white Action tactics cards be played during battle?
The designer called the line a printing error; it overrides the rulebook text.

Yes, unless the card itself says otherwise. The printed line saying Action cards can't be played in battle was a mistake and is being corrected in the rulebook and player aids; each card's text sets its timing. This supersedes the rulebook's 'Can't be played during battle'.
