If I can't or don't break an ICE's subroutines, does the run end?

Not by itself. Unbroken subroutines trigger one at a time in printed order, and the run only ends if one of them says to end the run (or otherwise ends it). If the ones that fire don't end the run, you pass the ICE and continue.
