Probably in this order: Spinal Modem's brain damage first (it is the Runner's turn), any net damage it triggers (Sentinel Defense Program) immediately after, then the tag from ChiLo City Grid. A reply attributed to the designer is quoted as confirming a "Scenario #2", but the scenario is not visible, so the order rests on the reasoning in the thread; a brain damage, tag, net damage order was also argued.
